The Democratic Alliance’s claim of clean audits is them pointing at something in the hope that Parliament and the public don’t see the elephants in the room which is the corruption and maladministration i’ve accused them of in Knysna. As said previously, i believe that that rot extends all the way to the top of the DA. What has happened in Knysna should be a harsh lesson to South Africa. No major party can be trusted.
It’s also well known that clean audits do not necessarily equate to good service delivery. It’s as well known that audits are limited i.e. not everything is audited.
Terminated with or without notice…
4.1. As a realistic example, if an auditor’s mandate is to only check that there is a Service Level Agreement in place with Knysna Tourism, they do not physically audit the finances.
4.2. To my knowledge, there was only ever one financial investigation and it was not by the Auditor General but an internal one, as part of a disciplinary procedure, as already supplied in my evidence. It was so damning that it was recommended that the CEO be “terminated with or without notice”.
4.3. Knysna Tourism’s own auditor said in 2013, “…the companies liabilities exceeded its total assets by R148 668. The director’s report also indicates that these conditions, along with other matters, indicate the existence of material uncertainty which may cast significant doubt on the company’s ability to continue as a going concern.”
4.4. The situation was so bad that the Knysna Municipality gave a half a million rand advance to Knysna Tourism so that the biggest event of the year, the Knysna Oyster Festival, was able to go ahead.
Consequently, the Knysna Municipality is being deliberately deceptive when saying to Parliaments Select Committee on Petitions & Executive Undertakings that “…no professionally trained financial experts have found anything wrong with any aspects of Knysna Tourism…”
