20 months after the Knysna Vehicle Testing Station closed down, the hearings for two of the officers allegedly involved in irregularities is still ongoing. What happened to the other officers involved is unknown. This is a chronology of events as supplied by Corporate Services to the Governance Committee. It shows how dysfunctional, inefficient and frustrating our justice system is. Are Knysna Municipality’s lawyers up to the challenge posed by union lawyers?
A whistleblower reported irregularities at the Knysna Vehicle Testing Station in January 2013. The station was closed in February 2013. 4 staff were placed under investigation, including the manager. They have been paid their salaries since their suspension a year ago. Lauren Waring, Knysna’s Municipal Manager, originally lied, saying that the vehicle testing station was temporarily closed to review and upgrade its systems. ENS was appointed as an outside company to investigate as Municipal Manager Lauren Waring claimed that Knysna Municipality does not have the expertise required. Over 7 months ago, i queried the Knysna Municipality with regards the closing down of the Knysna Vehicle Testing Station. It was a drastic measure which strongly implied that there was corruption. As usual, our not-for-the-people municipality was unhelpful. Lauren Waring’s press release lied when it told us to contact John Jaftha, the Acting Director of Community Services, for more information because Athane Scholtz, the Communication Officer, responded with, “The Municipality is making no further comment at this time.” The reason they gave us for the closure was upgrades.
